Central-local government relations reflects the horizontal and vertical power dynamics between central and local government and related consequences on autonomy and the degree of discretion that local government enjoy from central government control and direction. The study of central-local government relations presents a dynamic discourse into understanding political and administrative power dimensions and distribution between central government and local government. Les partenariats abordent le développement économique et la préservation au niveau locale, et sont évalues en base à 12 critères de succès. Quels Facteurs Critiques de Succès (en anglais: CSFs) sont importants pour les partenariats au niveau des communautés dans le secteur du tourisme en Tanzanie? Cet étude analyse neuf accords entre des entreprises touristiques et des communautés, y inclus trois accords initiés par des ONG trois accords initiés par des entreprises, et trois accords initiés par le gouvernement. Le nombre des partenariats en matière de développement est en train d’augmenter en Afrique cependant ils ont différents dégrées de succès. Technical aspects such as accountability and planning (which are mentioned as being of critical importance for national partnerships) are secondary and of less importance for the success of local partnerships. Trust, commitment and mutual benefits are found to be the most important factors. We found that business-initiated partnerships are working best in meeting the criteria for success.

The partnerships are addressing local economic development and conservation and are assessed on 12 different criteria for success. Which critical success factors play a role for partnerships at the community level in the tourism sector in Tanzania? This article analyses nine tourism business–community agreements including three NGO-initiated agreements, three business-initiated agreements and three government-initiated agreements.

The number of partnership agreements for development is increasing in Africa, and they haveĭifferent degrees of success. At the same time, this paper argues that aspects including CBT competitiveness and service delivery need to be tackled first to create fruitful grounding for CBT certification.

The study concluded that although at the moment the full implementation of CBTS as a certification programme would be premature, ASEAN-CBTS’ criteria are a useful benchmarking and strategic planning tool for local communities, which would eventually lead to improved CBT benefits, standards and performance in the region.

Findings indicate the main hindering factors for the implementation of CBTS to be the lack of adequate governance, limited funding and insufficient community capacity. Framed by critical reflections on community-based tourism (CBT) literature and existing sustainable tourism standards (STS) practices, qualitative research consisting of interviews with six key industry experts provided core insights into a number of CBTS’ implementation challenges. This paper reports findings from an opportunity study on the appropriateness of implementing community-based tourism standards (CBTS) certification through the Association of Southeast Asian Nations (ASEAN) criteria, as a way to improve sustainable tourism provision in the region.
